what is the minimum thread depth required before you can not pass inspection? If a tire has worn unevenly (inner to outer) will it be the deeper side or the shallower side that would be measured?

its supposed to be measured across the width, testing in 3 spots using the smallest as the reading to judge. i don't remember exactly but i'm pretty sure that its gotta be deeper then 2mm, 3mm to be safe. i have a tread depth gauge if you need to borrow it.

cant you use the penny trick? or is that just a general guideline on when to replace your tires?

i believe its with Lincoln's head upside down as long as you cant see the full head your good, but looking at penny that doesn't look like very much at all....maybe i just made that one up but i swear there's something like that

Many dollar stores sell calipers cheap. Just use the pointed end and stick it into the tread for a depth check.

I'm fairly certain that minimum tread depth is 2/32" which is where the wear bars are at. so if your wear bars are even with the tread surface, they shouldn't pass inspection. Most new tires start with between 8 and 10/32nds of tread.
I got my tread depth gauge off eBay.

2/32 all the way around
