Anyone used this? Opinions?

In doing the prep for painting my car, I found this stuff:

A guy that scraped off the rust on the rear quater of my car 2 years ago used something like this, and it's worked good so far. Do you think I could scrape and sand the rust some and then apply this, or should I still just try to take the rust off down to bare metal and paint the bare metal with this before using body filler?

and as others have told me, the only solution to rust is to cut it out and weld in new metal, but since I don't have a welder or the tools to do that, this may give me a little time until I do.

yeah, I've got some surface rust that I am going to sand down a little, and around my rear wheel arch (see the pic below). I'm cutting out the doorsills on my car and replacing them with some from pete's, so I'll just paint those parts completely with the stuff, and maybe the door's I'm buying off of him too.

I know how to weld too, but I'm like you, i need to get my hands on one. I could prolly help you out if I can get ahold of one though.
